The problem with your forum is that, though it seems decently organized, they're all the same "plain" forums. You need to be more creative with the names, but not too liberal that the names don't have a decent level of relevance. Try using the online Dictionary.com thesaurus. Use words you're familiar with that have to do with the subjects you have at your forum and search the thesaurus for alternatives. It'll take some time, effort, and patience, but it'll be worth it. Guests will go there and be more interested because of the unique names.

Post several more topics of discussion and debate and try to get some conversations going. If members have registered and are not posting much, encourage them to do so. You might even want to encourage one to customize his profile and to offer custom ranks to contributive members. What you do to encourage participation is up to you, but you've got to do it.

I looked for your rules, and I found a topic that seems to be it at the very bottom of "The Lounge" -- and it seems to be for "The Lounge", and not for the entire forum. You should use language to clear up this misconception others may have, if it is one, and make it an announcement, rather than just another topic at the bottom that many won't bother to look up, nor do I understand why they should have to dig for it.

The template's nice and all, but I've seen it quite a bit already, so without so much as a good, custom banner placed in it, much less appropriately (so that it blends with the template rather than being out of place), that's less "enticement" points. A good banner can really do much.

Lastly, I advice you to post new, interesting topics of discussion and debate once in a while and take some time when you can to advertise. You won't get the results you want immediately, nor will it take little time, but if you have the patience and put in the minimal effort required, your forum will soon blossom.
