Hey guys, in phpBB3, is it possible for a for me to create a forum, where only users who have been approved in a certain user group can post? But the forum, should be visible to all.

You can always set the permissions for the forums by going to the Administration Control Panel and going to the Forums section. You can make groups only see forums by going to:

ACP > Forums > Groups’ forum permissions

Okay, and can I make the forums publicly visible but only members of a group can post in them.

That's all part of the permissions.
