There is no option to sticky a thread in phpbb3.

You can choose to make a sticky or an announcement when posting a new topic or editing the first post of a topic. Choose the relevant button in the edit post view.

It was probably disabled due to being a BETA test, incase of security issues and so on.

make sure the permissions are set right.

You don't need to change the permissions, the admin already has permissions.

We just have to wait and see
