I definitly would also like to know about any way to fully customize a PHP forum skin. I can't find a way to do it on the forumer setup.

As far as I know you can't on Forumer. I have tried. Someone correct me if I'm wrong.

IPB is fully customisable however.

Either go to http://scratch.forumer.com/ or another skinning site or when you pick a default skin set click on colors on the screen that comes up next

phpBB isn't as customizable as IPB, however Imoen gave us a Recoloring Guide to SubSilver where you can recolor almost everything.
