so can i use html to change buttons and skins? and other things or am i stuck with what i have got?

But there are preloaded skins available

is there any way to change over to the other type without having to completely re do the forum?
and so i have to have my logo in the top left? i cant have it centred?

Yes you can change skins but you will have to place the banner again.

Some skins center the banner and some dont

yes with IPB, you can make custom skins.
if you cant then you get some great ones at fmods.com
