No, it is not possible.

You can, however, choose from any of the 30+ skins pre-installed.

You can test out the skins by going >HERE<

Yea you can have a custom CSS template in IPB. Not in phpBB at the moment.

Because... phpBB group is working in phpBB3. This will be a new version of phpBB. Possibly, this may include the features required to edit the skin(s). However, we can't be sure at the moment what phpBB3 will have.
