Is it possible to have additional forum rules flash up for new members to agree to before being able to log on?

I know you can on BB3

Not really. You could make a forum visible to guests with the rules and they could not view the rest until they register.
Or you could use your portal to post rules. Or you could use the description of your top forum as the rules.

Yes rules can be viewed on BB3 once a new user has been registered to use forum.
