There is no User CP in phpBB2. YOu'll just confuse them.
First make sure HTML is alowed via the Admin CP.
[Admin CP -> General Configuration]
Then in the allowed tags, add div and center.
Then click on the profile link on the top of your page, make sure you've enabled HTML.
Then either use the following:
<center>Your text here</center>
OR
<div allign=center>Your text here</div>
