I want "Ranks" to be a link to the page where I have all of my Web Ranks information. How do I do this?

Here's what I have in the Navigation box now:
<URL><http://www.cadetnjrotcforu.*******.com/index.php?act=ST&f=12&t=16>Ranks</url>

URL I want it to link to: http://www.cadetnjrotcforu.*******.c...t=ST&f=12&t=16

What I want it to say:
Ranks
