Ok the news and updates in the admin index SAY that my banner can go up to 740 by 150 pixels, however....when I submit my banner it says permitted size is 400 pixels x 150 pixels.

And I don't mean the ads either

What's the link to your forum? The pixel limit might not have been changed on your server yet.

I have a big banner and i cant upload it

and then if i make it small it looks bad..like blurry

You could try tinyurl, but it might make it too small
