Default Bandwidth

I've been reading a lot and have found that people are having to pay once they reach a certain amount of bandwidth...

without getting too technical...

About how many members would I have when I reached my limit?
How many online at one time?
What can I do to slow the process while still generating a good membership base?
When I decide to host my forum on a different site to get more bandwidth can I transfer user accounts easily?

Exactly.

I'm not sure who told you this, but they are mistaken. Forumer gives you unlimited bandwidth. (within reason)

I think he got it from the idea of Fbucks for ad removal and how it only lasts for a certain amount maybe

Possibly, but as I said earlier, this is not true.

Use as much traffic as you need. (within reason)
