Is it possible to write one announcement and make it visible in all forum categories?

I believe you would have to copy and paste the quote for each forum page. I have a main announcement for rules and then each forum has a "Purpose of this forum" Sticky.

You have to add the announcement to every forum individually.

You can make the topic an announcement by selected the "Announcement" option at the bottom of the create a new topic page.
