Is there any way to pre-register users on a phpbb forum?

I agree that there is no "Pre-Register" configuration option but it still does not mean it is not possible.

Set temporarily Enable account activation to None (if not already set). Log out and (pre)register (using regular Register feature) as many user as you like with suitable nicks, real e-mail details and passwords. Keep record of the names and passwords. Log in as Admin and set back Enable account activation to User or Admin (if applicable). Send notification e-mail to each newly created user containing the link to your forum, nick and password.

Setting activation mode to None involves the risk that anyone can register using real or fake e-mail. But if you do this quickly no-one will ever notice there was such a possibility (and it was anyway at least short after you created your forum ).

You could "pre-register" users in Admin and User mode but it requires more hassle. You use the same e-mail account, register, activate the user (either activation link from the e-mail or user management in ACP), change the e-mail address and password to the target one (Admin is allowed to ) etc. etc.

I agree it sounds complicated (although it is not - at least the first paragraph ). However it might be an alternative solution for many users considering the hassle with activation links containing very known bug (and very old - 3+ months) - #14 in this FAQ.

registering a member from the admin cp for someone else. there isn't really a point to it in my opinion anyway. Unless you want a ton of fake members
