how do you make announcements on the board for like the board rules?

some forums have an announcement feature that is basically a thread that goes on the top of the main forum index and also on the top of every forum. i was wondering if it could be done with phpbb

When you post a topic you get three little options on the bottem.
Normal - Sticky - Accoucement
if you want to make a topic announcement Click the little bubble next to accouncement option.

If you wanted to post an Announcement in every forum at once, I'm afraid this is not possible. You will have to copy ad paste into every forum.

Could you not just move it from one forum to the other, always leaving the shadow thread behind, then once theyre in all the forums, sticky or make them announcements?

Not really, you will have to make an announcement in each forum, as Isolice said.

i understand all that but the main reason why i asked is because i wanted it on the forum index also, but it seems as if i cant do that..

... unless i start a new forum in a catagory and have it linked directly to the announcement. do you think that is possible? ill try and mess around with it to see if i can get it to work.
