Default F1!

Hello.
Please help me. I have a problem with my forum: new topics with long titles (over 30 symbols) can not be opened with IE. I suppose that the problem is when it is set Local Encoding: IBM EBCDIC (Cyrillic Serbian-Bulgarian) or Cyrillic (Windows) it automaticly turns to Unicode (UTF-8). How can I fix this problem?

I can`t make all the users of my forum to use FireFox browser. Most of them use IE.

Well no offence but why not? It's free to download and since switching to firefox myself I have had fewer problems with the internet generally. You don't have to remove IE or stop using it if you don't want to, you can use both.
