how can i change the text color of this part? this is the one on the bottom

Not possible, you cannot edit the forumers copyright footer.

It depends on the skin, I believe.

And also that is a portal not just a forum so that's why it looks different.

On the portal IPD Lite, there is no footer, when you view the actual index there is a footer.

yah i see no footer on ipd, but on the index they manage to change the color, so do i need to have a ipd in able for me to change the footer color of the index?

The Forumer copyright shares the userlinks class. So whatever you do to the userlinks class will affect the copyright (styles wise). Text color too.
