Can we disable fChat access for Validating users and reserve it for only members who have completed validation? Right now only guests are not allowed.

I don't think so you can.
You'll have to ask Limez to include it.

I think there was a mod made in fMods to make some of the links available to certain user groups only, that will allow you to hide the fChat link form validating users and only show it to the members...
