Can someone explain to me what is IP Dynamic Lite? What happens if i enable it?

It is like an fPortal. Almost like a main page to your forum, which shows recent news, has searches, affiliates, and more.

One more thing, I have enabled IPDL, but when I type http://programming101.forumer.com into my browser it takes me to my forum index, NOT the homepage(http://programming101.18.forumer.com/index.php?act=home) as I wanted. I tried going to admin CP > General Configuration and changing "Website Address" to http://programming101.18.forumer.com/index.php?act=home, but it didn't work. Any suggestions as to where I am going wrong?
Basically I want my IPDL page to be my homepage that people see when they type in my forum's URL.

But the question is related:

I have downloaded it from fMods but how do I really install add-ons. I cannot find the way to do so.

My friend asked whether I have root access to forumer so that I can install add-ons but I could not answer that question. Any advices please? If possible, advices on how to install this add-on (linking homepage to Lite) and general advices on adding add-ons.
