Enter your admin control panel.

Click "New Category" down the left hand side. Fill out the fields and press submit. NOTE: Your category must have a forum added to it if it is to show up. To create a new forum you need to click "New Forum" under the "New Category" link.

Fill out the fields; the root forum should be the category you just created. IMPORTANT: Remember to set the permissions at the bottom of this page, tick the boxes for what you want different people to be able to do. If you do not tick the boxes then your forum (and your category) will not show up.
