I presume by ticker you mean like a marquee.
It's quite simple to add a marquee:

Marquee:
<marquee> Your Text Here </marquee>
Marquee with background colour:
<marquee bgcolor=red> Your Text Here </marquee>
Marquee with various speed:
<marquee scrollamount=xxx> Your Text Here </marquee>
more here if you need them.

Now where to put it
If you want it scrolling just above the board advertisment (like at this forum: http://testpc.30.forumer.com/index.php?) then post the code:

Skins and Templates > HTML Templates > Manage HTML > Global HTML elements > Board header logo links etc (edit) >
Post you marquee below all that coding, make a clear space between it so you can see it clearly.

Just use those bold tags around the text, so put that where the your text here is.

As for spacing just put some dashes "---" or e.g. ".::." or "<---->" something like that. That's usually best to distinguish between separate sentences.

and last question is there a way for it to just keep going so when it starts to hit the end on one side and start again on the other?
like after the whole text is done it start again but is there a way for it to begin for before the whole other side is done

does that make sence?
