In the Admin CP where can I see all the members? Even the pre-registered ones?

Well I'd suggest going to:
Users and groups > find/edit/suspend members >
Then in the "Last active from..." just enter a very high amount like 9999999 or something silly like that. Then all members should come up, and all the member groups if the "Is in group" was set to Any Group.
