years from when I have last used IPB 1.3 but I will say what I believe it correct "logically".

I havn't done much with my forum because I can't alter the HTML and CSS of the forum with out doing it from the site. I tried to load the HTML in dreamweaver and when I view it in the browser it tries to take me to some page and fails. I've tried other skins it just dosent work. I s there some part of the code that needs to be removed before I can test it off line.

This "page" will be come up online nor offline due to it only a page would has stuff that IPB uses to make the pages (colours and layoutsd etc). You would need all the files, Apache (Or another webserver), PHP and access to a database to be able to view IPB offline.

My skin was tactic and I was messing around with the code a bit. but I had talked to someone else on Fmods a wile ago who couldn't get it to work off line I gave up. but they said that they could edit the HTML and CSS in dreamwaver and test it in the browser for their forums.

This is possible as I do it all the time on the newer version of IPB and am happy to help if you need it.

Not everyone knows what is wrong and to be honest it is hard to see what is wrong without doing it themselve. Not all of us uses IPB and some of us doesn't even us Forumer but still give what support we can. Once again my answer may be wrong but without trying myself, there is a limit to what I can tell you.
