can someone tell me why ipb is slow...if you make a topic , its not there but will come if you log out and back in or somehthing like that

Can you be more specific with your issue? The only thing I am getting is that your board is slow. May you post the link to your board that is having this issue?

I think his problem was when he already create a new topic , for example he created a new topic at forum Update, that new topic didn't appear at that forum. He need to logout first, then login again, then the new topic would appear at the Forum Update.

it loads fine its just that if you make a topic...it wont appear that moment.....
