Ok, I am using forumer, and I wanna apply skins, but I am completely clueless on how to, can anyone help me?

Wrong place. But I guess I'l try to help.
First, get a CSS code of a skin you like at www.fmods.com or other sites.
Then go to ADMINCP > Skin & Templates > Style Sheets > Edit

Now paste the CSS code you found on FMODS or other site.
