Well to make "place to talk" you need a category and a forum inside that. SO heres how to do it.

Go into Admin CP:
Forum Control > New Category > Place Name you want and click 'Create'

Now make a forum inside of that:
Forum Control > New Forum >

Put in forum name and description, scroll down to permissions, and I recomend setting it up to look like this:

The click create forum and you can start making topics polls and then post!
