Do the members of my forum have the option to change the skins so that it's different from the skin I choose??? If so how do I give them this option???

Yes, it can be done in a members profile, in Skin and Languages. Although I believe the administrator can override this in the admin cp, because on my forum it cannot be changed. Just letting you know.
And you don't need to shout your questions. It can be a little annoying to the eyes sometimes.

no your members and you are only alklowed the use of the single skin you choose in the admin/cp at this time...the host admin is aware of these needs and things are being looked into at this time.please read the FAQ before posting.
