Is there a way to make it so that members have to post X times to start a new topic?

Yes, you can do this.

Just set a new user group, and permission mask up. Set it up so that user group can start topics, etc... Now go to your default "members" group, and edit it's permission mask to deny starting topics.

Next, at the bottom of the "Settings" page for the "members" group, there will be an option for promoting a user to a certain user group once the reach a certain number of posts. Just set the amount of posts you want, and the group you want to promote them to (the new group you created earlier), update the settings, and you're all set.

Users won't be able to start topics unless they reach a certain number of posts.
