Is there a way to disable email notification so that ALL users will not recieve emails notification?

I doubt it,
Its a 'my controls' options for members why would you want to do that. I rely on my e-mails to let me know there has been another answer.

I think you can decide who gets a mail in 'bulk e-mail members'.

There is - but if you want security I wouldn't do it if I were you.

Anyway, if you still want to do it;

Admin CP > System Settings > Security & Privacy > Security (Troublesome users) > New registration email validation

Set it to none.
