Is there a way I can set up a referral system on my Forumer website?

Do you mean the Warning System?

Or you mean that you want to Suspend some people?

no, I mean like when someone registers, there is a little input box that says "Referral" and they put who or what got them to my forum. And if it is a member, in their profile it will have a section that says "Referral" and it has how many referrals they have.

Sorry, but additional profile fields aren't available on Forumer at this time.

There is a modification for Additional Profile Field at modscenter. However, there's a small problem and someone is working on it.
