What are coded and uncoded templates?

A coded template is a design that has been coded with a coding language like HTML, CSS, etc. Uncoded is just a graphic you can't really do anything with.

There are plenty of templates available on the net, my favourite resource for easy to edit templates are at styleshout.com

Yes, you can download the template, and all the code is clear, so you can edit without any problems.

Here

You would need a graphics editor like Photoshop, you then have to use the slice tool, and use your HTML and CSS knowledge to code your slices into a full webpage.

Slices as in, take one big fat image, cut it onto pieces, and then link each one to a separate page right?

Yeah, but you would need to know a lot more than just inserting the image into a webpage, you would need to know CSS to format etc.
