I can enhance and photo with a special software. Yes it is photoshop, but there are a few techniques and new plug-ins I use.

Works best with photos that are too dark.

can you touchup/repair old photos, it has some folde and dots, I know it probably wont be as good as when it was 1st made but can you repair and touch up?

They said that there are a few techniques and add-ons used.
I personally would just use the shadow/highlights, curves, and brightness/contrast adjustments until I got a good result.
