1.IBP
or
2.phpBB

and why

The pro's and con's are, IMO:

IPB:
pro: more options, everything is customizable if you know how!
con: more complicated, easier to screw up is you don't have a big knowledge of html/ php, has ads

PHPBB:
pro: has no ads, easy to administrate
con: Far less options. No custom emoticons, you can't install mods, etc, etc.

The board I have is PHPBB, but thats because it was the only choice at the time. I don't really know which I like better, depends on if you want to customize a lot or not...
