I've been looking in the Admin Panel where to send an email to all users but I can't find it. How can I do it?

Try this:

IPB, Bulk Emails, you can only send one per week
But last advise is that this function has been disabled in php due to abuse.

Alternatively, work hard at copying and pasting a list of the members' emails somewhere. And then insert to ur recipients? :P
