Default Uploading files to the root directory

Can Forumer allow us to upload files to the root directory of our forum?
This would be useful, so that we can upload validation/verification/authentication at Google Webmaster Central, Yahoo! Site Explorer and MSN Webmaster.
Also, it could help us in uploading XML sitemaps, and robots.txt's for our forums.
Please consider this please.

Uploading any files to the server is a huge security risk.

People could upload exploits and malicious software.

Well, how about only allowing .html and.xml and.txt files?
And setting a file size limit for them, and not allowing them to have internal links?

If you are using IPB, you can use the META tag method. Also, I am sure you will be able to change the META tags in phpBB3 if you use it.

I am aware of that, I have read online reports of there being problems with phpBB3.
Also, that doesn't solve the sitemaps and robots problem.
