In my opinion, the forum needs to be kept professional, not like a typical Runescape forum, for example.

When replying to a thread, click "Post Reply" and it will load a new page to reply to a thread. From there, there is a small selection of emoticons showing on the right hand of the screen, and you can click "more" for a list of all the available emoticons.

Either that or click on "Go advanced" just under the Quickreply box..... and you always get the smiley bar when you post quoting other posts too...
