Hosting:
If you need hosting and want it for free, you can check out zymic.com. Their free accounts have 6GB of storage and an equally absurd (15GB?) amount of bandwidth. And the domain name you'd get would be something along the lines of
username.vndv.com which isn't bad at all for a free host.
Or you could register a
*.co.cc domain name and get a free HeliosHost account, and change your co.cc DNS to the Helios ones; also a good, free option. Although HeliosHost has a lot less storage and such for free accounts - I think only 500 MB.
Alternatively you could run your server off a computer you have at home. It would just need a good, fast CPU, a lot of RAM, a high-speed internet connection, and kept running 24-7. Then just download something like Apache or an equivalent on it, or if you really feel up to it, you could write your own server software in Python
Development:
As for development, I honestly don't know any 'professionals' or companies. I've always done my own website work, and I've done a few things for others. I may be interested in helping you out, depending on the project you have in mind. For the web, I can do HTML/CSS, Javascript, PHP, MySQL, and Python. I don't charge anything though because I just like having projects like this to work on in my spare time.
So if your website isn't some huge, corporate venture, I may be willing to try making something for you depending (like I said) on the scale of things.
