Media Temple, A Small Orange and such. I can certainly vouge for this; my site hit the Digg homepage a while back with Media Temple's $10 shared hosting plan (cheapest plan available) and survived 50,000 hits and a file download as part of the article in two days no problem. Not only that, but the site was a WordPress powered site with no caching plugins, WordPress of course being notorious for going down when hitting the front page. It's certainly possible.
I can recall one Digg-proof host (possibly the first to pop up? people really liked the idea) in particular that had one of their sites Dugg and the host died immediately. They were of course humiliated and said everything would be working next time. Two days later, the server died immediately again. Shortly there after they disappeared.
