As you require every visitors to log in it would be useful if you created a test account and posted the log in details so we can see the problem on the forum and not only on the image...

As it seems to me now maybe you set too many emoticons /row in the admin CP

Go to the AdminCP -> System Settings -> Topics, Posts & Polls -> No. emoticons per clickable table row -> what number have you got there? It should be not more than 5-10, even 10 is too much especially if you don't have too many of them so set it to 3 for example... click on Submit changes and see if it helps..........

If not and you haven't got too many mods installed you could try importing the skin again and that should solve it.(be warned though that by importing the skin you will cancel any changes you made to the HTML templates so far so any mods you might have installed you will lose)
