To change the board default language:

AdminCP -> Forumer™ Services -> fSetting -> in the Languages section select a language from the drop down menu and click on Update settings.

Each member can also change the language they want in the My Controls (User CP) -> Options -> Skin and Languages -> select a language from the drop down menu and click on Change my account options.
