Backups are not released by Forumer, unforutnately, and the mass PM is a mod that Forumer will have to install if you wanted that feature.

You can welcome a new user by sending a PM when they first join at first sight, if you want to welcome them into the forum.

Also, there is an online guide by Forumer called the Knowledge Base
