My advice is make yourself a test board from both IPB and phpBB3 and see for yourself what you like to me IPB is much more strait forward and there is already a lot of help for it, phpBB3 is still in testing and to me the admin panel looks confusing even though I can work my way around it...

Also check out the Knowledge base.
there are some flash tutorials about phpBB3 which can help you and the IPB help files have a lot of info in them too...
