Create an IPB one, that is the best and the admin panel has a fine tune so your admins will have much less privileges than you and they will NOT be able to delete or in any way edit the route admin account.........and the good news is.......I can help you with the IPB better than if it was phpBB

It's full of bugs as it is now, and well..........we have no eta about when it will be ready, if he has to create a forum now I would definitely go for IPB.... but that's me
