I am getting the same problem on server 13.
The connection has timed out;

This error cropped up months ago as stated in this thread
phpBB Forum Timeouts, 'Too Many Connections', Server load, or '1' Errors but it seemed to go away for a bit on our board until this past week.
I've tried all the solutions offered also to no avail.
In the meantime I've been using a proxy server to access my forums.
And I have no problems accessing forumer support without a proxy.
