Well............. it's not topics you want to create but new forums and categories

Here's how to do it:

First you have to create a new category by going to Admin CP -> Forum Control -> New Category -> write the Category name make it visible and press Create category.

Now you can create the forums in Admin CP -> Forum Control -> New Forum -> in Add to which parent choose the category you’ve just created (or if you want to create a sub forum then chose the forum to which you want the sub-forum to belong) -> forum state Active -> write in the Forum name and description and check all the settings so they are what you want. Make sure that at the bottom you tick all the boxes for the forum masks you want to be able to see the forum otherwise it will stay invisible.(see picture)
click on Create this forum and you're done.

PS: to move a forum from one category to a different one just go to Admin CP -> Forum Control -> Manage Forums -> Find the forum you want to move and click on Settings -> there you can chose a different category to the forum and change other settings as well.... and click Edit this forum..... to change the permissions (make the forum visible or invisible to a certain group instead of on the settings click on Permissions and tick or un-tick the required boxes and click on Edit this forum.

To make a new topic inside each forum....... just click on the New Topic button the same way as you did here when you asked this question.
