The admins need ways to comminicate with their members, and so mass email/PM is essential.
Arcade and shop stuff isn't really essential, it might be nice - but it can wait surely?
Avatar galleries would be cool, but wont people get bored of that reasonably quickly?
Uploadable skins/templates will be nice again, but not everyone has the time to play with the skins. And there is a fair few up there to chose from already.
Subforums would also be a cool feature for some boards, not applicable for mine really - but I've seen them used on other sites and it works well.

That leaves us with the mass PM's and emails. This is pretty much essential for my forum, if it's ever going to expand (I'm running a training service for a store), as I will need to contact members to inform them of updates and of new structures. PLEASE GIVE US MASS EMAILS!!!
