A) You're in the IPB section when you should be seeking support in the phpBB section.

B ) When you are trying to upload your banner, make sure there are no specifications to that particular skin, though it looks like there aren't cos you get a very big space for a banner. It's not necessarily the size in pixels that's the problem, but the size in kbs of the file. Is it a jpg/gif/bmp/png? If it's a bmp it's huge, and sizes of the other sorts differ, though if it's a static image, you can quite easily convert it to a jpg or gif by opening it in MS paint, and clicking on "Save As". Then the little box will come up with the filename you want to use, and the file format. Drop the second list down and make sure you click on jpg or gif, preferably jpg. Hope this helps
