You can have your forum "public" as to existence, making the guests register before they can "see" the forum contents. Meaning, each forum would be flagged "reg" within the appropriate places within the expanded choice-bloc [forum permissions for each separate forum you have on your board].
You can completely hide your forum from all view...via not publicizing it.
And marking each forum within your board ... as I posted above.
Also, outside of the welcome forum [which should be public], you can flag "invite" within forum permissions...I will stop here to let you tell me what you envision.
