Do the following:
1) Admin CP
2) Skins & Templates
3) HTML Templates
4) Manage HTML
5) Global HTML elements
6) Board Header (logo, links, etc) - Click on edit single
7) Under  add the following code:

Code:

<marquee speed="5">Type your message here</marquee>

8) Copy that code under  and just type any message you want.
